In a recent statement in Parliament, the central government highlighted significant strides in India's seed and planting material export sector, noting that procedures have been simplified following the dissolution of the EXIM committee in October 2024 to facilitate digital approvals through DGFT.

- Global Standards & Research: India aligns its seed quality systems with international frameworks like OECD Seed Schemes, ISTA, and NABL labs. Key global partnerships include IRRI, ICRISAT, CIMMYT, and ICARDA, with regional centers established in Varanasi (ISARC) and upcoming facilities in Agra.
- Public-Private Partnerships: Between 2023-24 and 2025-26, 27 ICAR institutes entered into 1,317 licensing agreements with public and private organizations to commercialize superior seed varieties and boost farmers' access.
