UP Cabinet Amends Madarsa Act to Stop Kamil and Fazil Degrees; Supplementary Budget Presented Amid Opposition Uproar

During the second day of the Uttar Pradesh Assembly's monsoon session, the government tabled a supplementary budget of ₹59,019.54 crore while the state cabinet cleared key structural proposals, including amendments to the UP Madarsa Education Council Act-2004.

Key Highlights:
- Madarsa Degree Restrictions: Following the Supreme Court's 'Anjum Qadri vs Union of India' ruling, madarsas in the state will no longer be permitted to award higher education degrees like 'Kamil' and 'Fazil' since they do not fall under UGC regulatory frameworks. Madarsa education will now be restricted up to the 'Aalim' (Intermediate/12th) level.
- Supplementary Budget & Cabinet Approvals: The cabinet also cleared projects including the Jewar Link Expressway connection to the Ganga Expressway, formation of the Prayagraj-Chitrakoot Regional Development Authority, and implementation of PM Fasal Bima Yojana guidelines.
- Legislative Uproar: Samajwadi Party MLAs raised slogans and created a ruckus in the assembly during the budget presentation, prompting strong criticism from Chief Minister Yogi Adityanath, who condemned their behavior as contrary to democratic values.
