What is the Proof of Citizenship?
The Citizenship Act, 1955, lays down how citizenship is acquired, but successive governments never issued a universal Citizenship Certificate to ordinary citizens. This has created confusion and legal complications.
The issue became more prominent when illegal immigration and demands for NRC/NPR sparked nationwide debates. Courts have repeatedly ruled that Voter ID or other documents cannot be treated as absolute proof of citizenship.
While many countries rely on birth certificates or social security numbers, India’s birth registration system remains weak, especially for those born before the 1980s. The challenge lies in balancing national security, illegal immigration control, and avoiding harassment of genuine citizens.
Until a simple, transparent, and acceptable system is created, India will continue to grapple with the question — what is the real proof of citizenship?
